Our team of experts, in mechanical engineering, construction, railroad operations and transportation consulting, have many years of experience in our respective fields.
Our team is currently working to resolve heritage railroading historical preservation issues arising from section 106 and the Del Rio Trail Project. We believe these problems can be resolved using a Rails with Trails bike trail design.
On May 13th, 2021 Caltrans made a formal Determination, based on the advisory opinion of the ACHP, that Caltrans had no objection to our written request that members of our team be officially designated as an "Additional consulting party", as allowed in 36 CFR 800.2(c)(5). The ACHP advisory opinion noted that our team members have had a demonstrated interest in the undertaking starting in 2017 and 2018.
Based on the ACHP opinion, which "indicated that further review...[on this consulting party issue] appears unnecessary", Caltrans then determined that once they had identified not only our team, but collected input from members of the public living close to the tracks that they had made a good faith effort to identify interested consulting parties.
In the same May 13th determination prompted by an XX.b complaint filed by our team, Caltrans apparently agreed with the ACHP conclusion that the City of Sacramento's assertion that the Del Rio Project met the SOIS standard was "premature".
Having been so honored by both the ACHP and Caltrans, our team continues to work, in the role of an official additional consulting party, with the California SHPO, the City of Sacramento, the ACHP, the FHWA and Caltrans to resolve improper design features inconsistent with SOIS by recommending a Rails with Trails design alternative for the Del Rio Trail Project.
